Each tie-off in this Cargo Equipment Corp 6-Pack is a 6 in piece of yellow 2 in polyester webbing with an E-track fitting on one end and a D-ring on the other. Clipped into the track, it leaves a ring where an S-hook or snap hook can attach.

Cargo Equipment Corp notes that these are common in box trucks and landscape trailers as a fast way to hook a utility strap to E-track. An older trade name for the part is the rope tie off.
